19238 合法化する A bill to amend the Child Welfare Act and other laws was developed to legalize childcare support  programs, such as those for home daycare and regional childcare support centers, under the Child  Welfare Act and was submitted to the ordinary session of the Diet in 2008. Although the bill was approved by the House of Representatives, it was abandoned after having been sent to the House of Councilors and shelved there.
