•The meter puts a stress on the first syllable of every line, and it ends each line with something unstressed so 'the' and 'thee' leads to sad, melancholic, fading rhythm. 

Or is he trying to take back control over his own emotions, as reflected in the regularity of the rhyme scheme - no longer powerless?
