This question should be disregarded because there is no correct answer in the choices given.
NOTE: At first glance, one gets the impression that vehicles and weapons of the AFP are not property of public dominion.  But they are actually property of public dominion under the second paragraph of Article 420 of the NCC.  Property of the State which are not for public use but are intended for some public service are properties of public dominion.  While the vehicles and weapons of the AFP are not for public use, they are being used for the defense of the State which is a public service.
