Smuggling 17th Century Goods Grow Government Introduces Import

Front Why did Smuggling grow in the 17th century?
Back In the 17th century, the government introduces import duties on  a range of goods from abroad. In the 18th century, more goods like wine and cloth were taxed so smuggling increased.
