Back 1. Using force, intimidation, threats, or frauds to prevent any member from:
a. Attending the meetings of Congress or any of its subcommittees, commissions or divisions thereof, or from committees or constitutional committees or
b. Expressing his opinions or
c. Casting his vote

2. Arresting or searching any member while Congress is in session, except in cases where such member has committed a crime punishable under the Code by a penalty higher than prision mayor.
