Shelley Critising Referenced Shelley's Intentions Writing Ozymandias Atheist

Front What may have been Shelley's intentions in writing Ozymandias?
Back Shelley was an atheist and so may have been critising the Church's corruption. This may be referenced in "king of kings".

Shelley was also a pacifist so hated King George III and the authorities due to his military attacks. So, he may be critising them and suggesting that nature will always peacefully prevail.
This may be referenced in the irony of
"'Look on my works, ye Mighty, and despair!'
Nothing beside remains."
