Origin | In 1865 in England, the Marquis of Queensberry laid down strict rules for boxing. One of the strictest was that you were not permitted to hit anyone below the belt line. Today that rule still holds in boxing, but the saying also means to act unfairly in any kind of contest, relationship, or activity. |
