Origin | This English proverb has been used since the 15th century. It's similar to expressions that have been used by people in other countries and that date back to the ancient Romans. It's based on a fact of nature: The shallow water in a river runs fast but deep water is usually calmer. This expression is sometimes applied to quiet people who you think are safe, but who may be dangerous plotters, spies, and saboteurs. |
