Meaning to free yourself or someone from a distasteful obligation; to get out of trouble; to evade a punishment
Origin This expression comes from fishing. If a fish is caught on a hook, it desperately wants to be off the hook. In the same way, if people are in trouble, have unwanted obligations, or are about to be punished, they want to "get off the hook" by ridding themselves of all these burdens.
