Branch Powers Granted Action Authorization 2a National Balancing

Each branch can only exercise those powers that have been granted by Constitution. Action by Congress or Pres may be uncon if:

(1) No con'l authorization for action or exceeds authorization

(2) Usurpation of power granted to another branch

(3) Improper delegation from one branch to another
