Art. 1, Sec. 10 prohibits any state "law impairing the obligation of contracts"

A state may not undo its own contractual obligations

A state may not pass a law that retroactively effects a severe change in contractual circums unless law is necessary to solve broad economic or social problem (EX: moratorium on mortgage foreclosures during Depression was upheld)

Contracts Clause will not invalidate a state law which has only indirect effects on contracts.
