Front 4C2. Individual Rights: SDP, Right to Vote
Back

Basis: 15th & 19th, but not express

1. Severe restriction of ROV (property ownership, literacy tests) subject to SS, need compelling state interest

2. Reasonable, non-discrim restriction (no write-in's) needs "sufficient" justification + "important" state interest (preventing voter confusion)

3. Right to have one's vote count equally

4. Right of access to ballot (to be on ballot)

5. Campaign contributions subject to intermediate scrutiny ("closely drawn" to match "sufficiently important" state interest); can limit contributions to another's campaign but not own campaign; can donate as much as you want to advocate for a candidate if no direct coordination with candidate (Citizens United)
