ICJ decision:
- damages resulted from Israel failing to protect UN agent
- most important question: does the UN have capacity to bring claims, or do only states have this capacity
- ICJ said: UN has the capacity
 - to bring claims for damages caused to itself
 - to bring claims for damages caused to the victim
- UN can do that both against member states and non-member states

Effects:
- succesfull claims against Isreal were made
- laid foundation for other treaties relating to the protection of UN personnel
