Remark We often use the passive voice when we want to talk about an action rather than the person or thing that does the action. In this example we do this because it doesn't matter who does the action. In this example we describe the process that is always true - the recipe of cookies, for the facts that are always true we use the present simple. We make the passive of the present simple with am/is/are + the past participle. In this example the subject is expressed with the noun in the plural form (cookies), that is why we make the passive form of the verb 'make' in the plural: are made.
