Wathaqakum means He bound you or took a covenant from you. It refers to the covenant that Allah took from the Children of Israel.
وَاثَقَكُمْ تعني عاهدكم أو أخذ عليكم العهد. إشارة إلى العهد والميثاق الذي أخذه الله على بني إسرائيل.
